3. NSF PRIORITIES AND BUDGET REQUEST

Together, these resources show the priorities of NSF leadership.  If you apply regularly to NSF, or if you’ve considered applying, review of these documents will allow you to align your proposal with the over-arching priorities of NSF, and this should improve your odds of an award.


4. NSF NEW PROPOSAL & AWARD POLICIES & PROCEDURES GUIDE

NSF announced that a revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG), (NSF 16-1) has been issued. The new PAPPG will be effective for proposals submitted, or due, on or after January 25, 2016.  Significant changes include:

  • Enforcement of 5 p.m. submitter’s local time across all NSF funding opportunities;
  • Implementation of NSF’s Public Access Policy;
  • Submission of proposal certifications by the Authorized Organizational Representative (AOR) concurrently with proposal submission;
  • NSF’s implementation of the US Government Policy for Institutional Oversight of Life Sciences on Dual Use Research of Concern;
  • Provision of Collaborators and Other Affiliations information as a new single-copy document, instead of as part of the Biographical Sketch;
  • Submission of Biographical Sketches and Current and Pending Support separately for each senior personnel;
  • Electronic signature and submission of notifications and requests by the AOR only;
  • Revision of timeframe for submission of final project reports, project outcomes reports and financial closure of awards to 120 days after the award end date; and
  • Numerous clarifications throughout the document.

Given the number of important revisions, the community is strongly encouraged to review the by-chapter summary of changes provided in the Introduction section of the PAPPG.

While this version of the PAPPG becomes effective on January 25, 2016, in the interim, the guidelines contained in the current PAPPG (NSF 15-1) continue to apply.  We will ensure that the current version of the PAPPG remains on the NSF website, with a notation to proposers that specifies when the new PAPPG (including a link to the new Guide) will become effective.

5. DEADLINES APPROACHING FOR INTERNAL RESEARCH AWARDS

b. Through a competitive process, the UNCG Libraries will award one quarter of an FTE of IT support for a year to help UNCG faculty produce and share digital scholarship, through the Digital Partners Grant. 6. COMMENT ON STRATEGIC PLAN FOR NIH BEHAVIORAL AND SOCIAL SCIENCE RESEARCH

7. UNCG CONFLICT OF INTEREST (COI) – TRAINING VERSUS DISCLOSURE

COI Training:  As a condition of federal funding, the University must establish procedures that provide a reasonable expectation that the design, conduct and reporting of research will be free from bias resulting from Investigator Financial Conflict of Interest (FCOIs or COIs).

Federal regulations required that UNCG:

  1. Maintain a current, documented, and enforced COI policy
  2. Educate Investigators as to UNCG’s COI policies and procedures
  3. Facilitate and ensure Investigator compliance with initial and ongoing COI disclosure requirements
  4. Identify and manage COIs
  5. Flow down sponsor COI requirements to subrecipients/collaborators
  6. Meet sponsor and other COI reporting requirements

To comply with these requirements, UNCG has instituted online COI training and require that a COI disclosure form be completed.  Any person who is responsible for the design, conduct or reporting of research must complete the training and disclosure form.  This always includes:      1) Principal Investigator/Project Director and 2) Key Personnel (an individual who contributes in a substantial and measureable way to a project. This may also include: 1) Outside collaborators (e.g. subrecipient Investigators, consultants) and

2) Any other faculty, staff, post-docs, graduate students, or even technicians identified in the proposal.

Individuals can access the COI Training through RAMSeS or can go to the COI Training page or login to AIR and click the COI Training link in the menu options at the top of the page to complete the certification process.

UNCG requires the completion of the COI training at least once every three years.

COI Disclosure:  Unlike the Conflict of Interest Training which is general to the University, the Conflict of Interest Disclosure is specific to the project.  It must be completed each time a proposal is submitted to an external sponsor.  As with the training, the following individuals on the project must complete a disclosure.

1) Principal Investigator/Project Director and 2) Key Personnel (an individual who contributes in a substantial and measureable way to a project. This may also include: 1) Outside collaborators (e.g. subrecipient Investigators, consultants) and 2) Any other faculty, staff, post-docs, graduate students, or even technicians identified in the proposal.

If an award is received and the COI disclosure has not been completed by all required individuals on the project, the award process cannot be completed and no grant account will be established. until this is done.


8. NIH NEW BIOSKETCH REMINDER

The National Institutes of Health introduced changes to the biosketch format that allows researchers to describe the importance of their research. The new biosketches were required in grant applications on or after May 25th, 2015.

There are three primary alterations to the biosketch:

  • The allowed length has been increased to five pages instead of the previous four,
  • Up to five of the applicant’s most significant contributions to science are to be included in section C. Description can include the impact of each, its context and the role of the applicant. The importance of each contribution can be underscored by up to four peer-reviewed publications, videos, patents, databases or other products.
  • A URL to the applicant’s publicly available bibliography may be provided.

9. NSF BIOSKETCH REMINDER

The NSF Proposal and Award Policies and Procedures Guide as revised to implement the changes necessitated by the implementation of the Uniform Guidance.  As of December 26, 2014, changes were made on the format and content of the biographical sketches.

A biographical sketch (limited to two pages) is required for each individual identified as senior personnel. (See GPG Exhibit II-7 for the definitions of Senior Personnel.) The following information must be provided in the order and format specified below. Inclusion of additional information beyond that specified below may result in the proposal being returned without review.

Do not submit any personal information in the biographical sketch. This includes items such as: home address; home telephone, fax, or cell phone numbers; home e-mail address; drivers’ license numbers; marital status; personal hobbies; and the like. Such personal information is not appropriate for the biographical sketch and is not relevant to the merits of the proposal. NSF is not responsible or in any way liable for the release of such material. (See also GPG Chapter III.H).

If biographical sketch(es) are not required, insert text or upload a document in this section of the proposal that states, “Not Applicable.” In FastLane, if biographical sketches for all senior personnel are uploaded in a single PDF file associated with the PI, insert text or upload a document that states, “Not Applicable” for any co-PI or Senior Person.

l. 2016-2017 RTI University Scholars Program 

The RTI University Scholars Program provides support—one-half of each Scholar’s salary and fringe—for distinguished academic researchers to spend scholarly leave time at RTI International, actively collaborating with our experts. This Request for Information (RFI) is for information and planning purposes only.  The BIPSR Process currently focuses on Human Auditory Blast Injury Prevention Standards. Blast-related auditory injury includes symptoms such as tinnitus and hearing threshold shift, and physical changes to ear structure or performance, such as tympanic membrane rupture, disruption of the bones of the middle ear, and reduced auditory evoked potentials.

o. NCAA Innovations in Research and Practice Grant Program

The NCAA will award $100,000 in grants for the 2016 calendar year to scholars or practitioners conducting studies or piloting on-campus programs that benefit student-athletes and NCAA member institutions. Based on requests from the National Student-Athlete Advisory Committees from all three NCAA divisions, special consideration will be given to fund at least one proposal focused on career development in 2016.

p. ICA James W. Carey Urban Communication Grant

This annual prize supports communication research that enhances urban social interaction and civic engagement in an age of global communication. It encourages applied research on the role of city and community at a time when communication technology alters the parameters of the urban landscape. The award is for proposals that feature innovation and creative approaches to reconciling the growing gap between tradition and modernity as suburban sprawl threatens the very nature of urban traditions.

u. NSF Scalable Nanomanufacturing (SNM)
Although many nanofabrication techniques have demonstrated the ability to fabricate small quantities of nanomaterials and nanostructures for characterization and evaluation purposes, the emphasis of the Scalable Nanomanufacturing (SNM) solicitation is on research on new manufacturing processes and methods to overcome the key scientific and engineering barriers that prevent the production of useful nanomaterials and nanostructures and their integration into nanodevices and nanosystems at an industrially relevant scale, reliably, and at low cost and within sustainability and environmental, health and safety (EHS) guidelines.

v. Air Force Nanoelectronics Materials Optimization (NEMO) (BAA-AFRL-RQKM-2015-0008)

The contractor shall perform Research and Development for Air Force electronic and optical applications for the Functional Materials Division (AFRL/RXA). Advances made in the program are expected to lead to improved materials and devices for digital, microwave, infrared detector, opto-electronic, secure communication, power generation and control applications. The range of materials to be investigated in this program includes epitaxially grown or other engineered materials, optical and electro-optical materials and dielectric materials. Studies of lifetime and failure physics may be needed to understand said devices.

w. Navy and Marine Corps Science, Technology, Engineering & Mathematics Education, Outreach and Workforce Program

The ONR seeks proposals for developing existing or innovative solutions that directly support the development and maintenance of a robust STEM workforce. The goal of any proposed effort should be to provide solutions that will establish and maintain a diverse pipeline of U.S. citizens who are interested in uniformed or civilian DoN (or Navy and Marine Corps) STEM related workforce opportunities.  While this announcement is relevant for any stage of the STEM pipeline, funding efforts will be targeted primarily towards the future DoN (naval) STEM workforce in High Schools, all categories of Post-Secondary institutions, the STEM research enterprise, and efforts that enhance the current naval STEM workforce and its mission readiness.   Efforts may encompass a spectrum of project sizes from exploratory pilots to large-scale regional or national initiatives.  The technical content of any idea must establish naval relevance within the broad scope of  key engineering and scientific areas as outlined in the Naval S&T Strategic Plan, or such as our National Naval Responsibilities (see ONR website), or any identified gaps in workforce needs.

x. Army Educational Outreach Program (AEOP) – seeking host sites for 2016 Research & Engineering Apprenticeship Program (REAP)

The Academy of Applied Science, in partnership with the Army’s Educational Outreach Program (AEOP), is seeking host sites for the Research & Engineering Apprenticeship Program (REAP).  REAP provides high school students, especially those from underserved and under- represented populations, a summer apprenticeship at universities.  Student apprentices contribute to the research activities in a university laboratory research setting under the supervision and guidance of a qualified mentor.

y. Armed Forces Pest Management Board (AFPMB) Deployed Warfighters Protection Program (DWFP-BAA-15-01)

The Armed Forces Pest Management Board (AFPMB) is soliciting pre-proposals for original and innovative research designed to develop new interventions for protection of deployed military personnel from diseases caused by arthropod-borne pathogens and to improve control of filth flies. Diseases of significant concern include malaria, dengue fever, chikungunya fever, and other arboviruses. The program supports development of: (1) new toxicants or the adaptation of existing toxicants to relevant vectors; (2) new insecticide application techniques; and (3) new personal protection tools that prevent human-vector contact (excluding work on topical repellents). Ideally the research would support the development, evaluation, and registration of new insecticides, or improved formulations of existing insecticides for vector control, new technology or enhanced modalities of personal protection from biting arthropods, or would improve the efficacy and sustainability of equipment for application of pesticides for vector control in a military operational environment. Research should be product oriented, consisting of basic or applied research related to a particular product, evaluation of experimental products for military uses, or research directed towards development of an existing product for commercial manufacture. The research must be primarily applicable to the military but products should be transferable to civilian uses.
